HELP! Need expert help in assisting with two networking questions

I have two issues which need a solution. I would like to do the following on my home network:



1. Limit the outbound traffic for specific devices on the network.

2. Limit upload file size of any document sent from specific devices on my network.



Currently using ASUS RT-AC56S. Any help will be much appreciated.
